羅小倩於澳門旅遊學院修讀文化遺產管理專業，其後在澳門城市大學取得工商碩士管理學位。加入澳門旅遊學院前，她曾在澳門酒店業的人力資源部門工作。於二零一二年至今就職於澳門旅遊學院，主要教授文化遺產解說及保護、澳門歷史及旅遊證書課程、導遊證書課程、旅遊理論及飲食與文化等課程，同時亦是世界文化遺產專業導賞員培訓及認證計劃的教學團隊成員之一。

其研究方向主要集中在旅客管理、旅遊規劃、旅遊影響、文化旅遊和景點解說對旅客之行為體驗影響等研究範疇。
